Things in Iraq

According to what I saw/heard on the the morning news the attacks are continuing.
I wonder what Bush meant when he said things were getting better in Iraq?
It doesn't take a genius to figure out that things aren't getting any better.
How many more of our troops have to die ?
I don't see the logical explanation for all this.
